The Advisory Council advises the Control Officer and Board of Directors on air pollution matters.  Per RCW 70.94.240, an air pollution advisory council shall  consist of at least five appointed members who are residents of the authority (in this case, incorporated and unincorporated areas of Spokane County) and who are preferably skilled and experienced in field of air pollution control, chemistry, meteorology, public health, or a related field, at least one of whom shall serve as a representative of industry and one of whom shall serve as a representative of the environmental community.

Advisory Council appointments and meeting times
Advisory Council appointments are made by the Board of Directors. Unless otherwise publicized, the Council meets the fourth Thursday of each month from  8-9 a.m., at the Spokane Regional Clean Air Agency's office, located in the Spokane Regional Health Building, Ste. 403, W. 1101 College Ave., Spokane, WA.

Current Advisory Council Members

Agriculture: Chester Jahns, Jr.

  • His expertise includes agriculture and soil and water conservation
  • Family that has farmed in the Rockford area for almost 100 years
  • Washington State University graduate, with a degree in Ag-Engineering 
  • 28 years working for the USDA Soil Conservation Service
  • Manages Viewpoint Farm, Inc., raising wheat and bluegrass.
  • Term Expires - December 31, 2010


Air Quality: Jana McDonald

  • Licensed Professional Engineer
  • Bachelor of Science Degree from Gonzaga University in Civil Engineering.
  • Environmental engineer for Central Pre-Mix Concrete Company
  • Term Expires - December 31, 2010

Business Community: Ray Kelleher

  • Bachelor Degrees Education and Chemistry
  • Air pollution research experience
  • Previous owner of environmental-related businesses
  • Substitute math and science teacher
  • Term Expires -  December 31, 2009

Chemistry/Science:  Mark Roberge, PhD

  • Senior Scientist at Hollister-Stier Laboratories
  • Bachelors Degree in Environmental Chemistry
  • Ph.D. in Analytical Chemistry
  • Term Expires - December 31, 2009

Citizen/At-Large: Tom Brattebo

  • Retired from a 25-year career at Kaiser Aluminum’s Trentwood plant
  • As a manager at Kaiser, he worked in environmental health and safety programs.
  • Term Expires - December 31, 2007

Environment: Nancy Enz Lill

  • In the health field as a Diagnostic Medical Sonographer
  • Bachelors Degree in Nutrition
  • A member of several environmental organizations, including Save Our Summers, the Nature Conservancy and the Lands Council.
  • Term Expires - December 31, 2008

Industry: John Hjaltalin

  • Executive Vice President of Spokane Rock Products.
  • Technical background in civil engineering and has worked for 15 years in the crushing and construction industry.
  • Term Expires - December 31, 2008

Meteorology: John Livingston

  • Meteorologist in Charge at the Spokane Office of the National Weather Service. 
  • Worked with National Weather Service for more than 17 years in various cities around the U.S.
  • Masters Degree in Meteorology from the University of Utah
  • Term Expires - December 31, 2009

Public Health: Peter Williams

  • Assistant Dean for Student Services at Spokane Community College
  • Masters degree in environmental science from Washington State University.
  • He has previous experience serving on local governmental advisory bodies and an interest in energy policy.
  • Term Expires - December 31, 2009
