Demolition — Owner-Occupied, Single Family Residence

The Spokane Regional Clean Air Agency’s regulations define a demolition project as the wrecking, razing, leveling, dismantling, or burning of a structure (allowed by permit for fire department training), thereby making the structure permanently uninhabitable or unusable. (If the demolition is a commercial demolition, click here.)

  • Survey
An asbestos survey must be performed by an AHERA certified inspector.

  • Notification
The Spokane Regional Clean Air Agency must be notified in advance, on its agency supplied form, whenever a structure with a projected roof area greater than 120 square feet will be demolished.

If the structure is below The Spokane Regional Clean Air Agency’s notification threshold for demolition, you are still subject to all other requirements related to asbestos, including survey, proper work practices, and disposal.

  • Removal
All asbestos containing materials must be removed prior to demolition. Notification to The Spokane Regional Clean Air Agency is also required for asbestos abatement. Asbestos abatement and demolition can be filed together.

Homeowners may remove the asbestos provided that they follow proper work practices and dispose of the waste properly. (vermiculite insulation is an exception).

  • Other
City/County building departments may have additional requirements for demolition projects.
