Q: What is an Annual Registration Form?
A: The Annual Registration Form (AFR) is used by Spokane Clean Air to verify site information and to calculate pollutant emissions from businesses registered with Spokane Clean Air. It is very important that the ARF be filled out completely, signed, and returned by the deadline, noted on each form. The following information is often missing or incomplete on the forms sent in: - New products and/or attached MSDS for new products reported; - Report usage in units (e.g. "gallons" of paint; "therms" of natural gas; "hours" of operation; etc. - Signature of responsible company official.
Q: How does Spokane Clean Air calculate registration fees?
A: Each source is subject to annual registration fees. A flat facility fee of $165, plus an emissions fee of $45 per ton of each criteria and toxic air pollutant emitted, plus an emissions point fee of $50 per stack/point. An additional fee applies to sources that operate at least one incinerator or burn out oven. Sources that are Synthetic Minors pay an additional fee of $250. Sources that are required to submit WEDS (Washington Emission Data System) are subject to a $55/hour charge for reviewing/processing WEDS.
Annual Review of Registration Fees Each year, the Spokane Regional Clean Air Agency reviews the fee schedule for registered sources and determines if the total projected fee revenue to be collected is sufficient to fully recover program costs. Any proposed fee revisions shall include opportunity for public review and comment. Accordingly, the agency shall account for program costs, including employee costs and overhead. If the Board determines that the total projected fee revenue is either significantly excessive or deficient for this purpose, they shall amend the fee schedule to more accurately recover program costs.
