General Order of Approval (GOA ) Fact Sheet, Applicability Criteria, and Application Form
The GOA Fact Sheet Identifies:
- How coverage is achieved
- The Spokane Regional Clean Air Agency’s process for denying coverage
- How to determine whether or not an emission unit is covered under the GOA
- The owner and/or operator’s responsibility to comply with requirements of other governmental agencies
- The requirement to operate in accordance with the conditions of the GOA
- The appeal process for a denial of coverage under the specific GOA.

Applicability Criteria and Application Form (combined together)
Presently, there is no filing fee for filing for coverage under a GOA. However, once an emission unit is covered under a GOA, the owner and/or operator of the covered emission unit must register each emission unit with the Spokane Regional Clean Air Agency and pay an annual registration fee for each covered emission unit.
Those owner and/or operator of multiple emission units, that wishes each emission unit to be covered under a specific GOA , may either list each one on a single application or submit a separate application for each one. In either case, the owner and/or operator of the emission unit(s) must specify a unique unit identifier (preferably a license plate number) for each. The owner and/or operator must submit a new application for each new emission unit added to his or her existing fleet and provide it with a unique identifier.
