Commercial and industrial facilities regulated by Spokane Clean Air must register annually. Registration verifies compliance and helps maintain an accurate inventory of air pollutants. Facility data also helps with the evaluation of pollution control strategies which are designed to meet national air quality standards. Registration includes annual reporting, annual fees and periodic inspections.
Annual Registration Timeline
January - Invoices for the annual registration fees are mailed. The annual registration fees include a facility fee, an emissions fee, and an emissions point fee. Fees allows business to operate their air pollution control equipment for the calendar year. Fees increased on January 1, 2014, under a 3-year phase-in to bring the program closer to cost-recovery. Fees were last increased in 2009.
Included with the invoice mailing, is the annual registration form (ARF). Facilities report annual data related to their operations, such as material/product usage, from the previous calendar year. This information reported is used to calculate air emissions and related fees for the next annual registration fee invoice.

On-site compliance inspections are conducted periodically at registered facilities to verify compliance with existing air quality permits and local, state and federal air pollution regulations.
